So I was thinking of getting elite and was wondering if was calculated right.
Is 36$ the amount I should pay when buy elite when I have vip+ and the sale? As well can I use a visa check card and not have a paypal account?

That is the correct amount, yes. You should also be able to use a visa credit or debit card to purchase as well.
