Just wondering if one were to make a suggestion about a suggestion I created oh 6 days before that and the general idea is basically exactly the same can I either A report it and how would that work? Or B what would exactly happen?

If your suggestion has not gone cold, and another player creates a suggestion that is similar to it, a moderator will lock the new suggestion. You may report the new suggestion and leave a comment that it is the same as your suggestion.
