I think once a suggestion thread is rejected or implemented people shouldn't be able to rate the thread.
Since the comments are locked, shouldn't the ratings on it be as well.

XenForo doesn't have this so it wouldn't be possible the way you suggested, however I can reintroduce the 'Closed Suggestions' section and move all the suggestions that have been responded to there.

EDIT: Ratings in closed suggestions are now set to be 'read-only' as of 30/07/2017
