We've encountered spammers, correct?

I have a great idea to stop spamming.
How it works:
We need a message-per-second limit.
Pressing up-key will allow you to view your previous message, and adding onto it or removing something could bypass the chat filter. A message is allowed every second or two, so the player has a spam delay.
The Order of the Punishment.
This is the order of what happens while they spam.
1. Chat warning
2. Talking per second updated to 5 seconds.
3. Staff warning.
4. Temporary mute
5. Permanent mute.
How will staff be warned to see?
They will be linked to the chat on the server, and get to see if someone is spamming or not so that they know who is spamming and that nobody lies about it to get their most hated person muted. I know staff don't like liars of any sort, but it helps. There will be a new system where if someone posts 5 messages in a row without anyone else interrupting, it will send a notification to their forum account with a beeping sound, or to their found with the same beeping sound. It could interrupt RPs if they don't do global off. If you agree, please say so! If staff are okay with this, that's awesome! This could possibly help with our Spamming problem.
