So Many Heads

Im Confused About The "No More Than 50 Heads per Plot" Rule because, 1) I have seen MANY head shops with WAY more than 50 heads, and 2) I want to make a head shop, but I dont want to break any rules.

You are only allowed 50 heads per plot. If you see a plot with more than 50 heads please tell a staff member.
