Is it possible for us to get command blocks in creative? If we manage to, can we use them? Are they banned?
 
With command blocks, if you know how to work with them , you can easily lagg the server, and/or annoy users with just a few simple commands, so I don't think they will ever be allowed for normal users or VIP and higher, unless they make a certain plugin for that, with custom stuff.

That should help!! I'm pretty sure it's available to all ranks! Even if you don't have VIP, VIP+, ELITE, or ELITE+
To spawn in a mob you need to do /i spawner and then put in a spawn egg. Big mobs are awesome! The mobs will spin in the spawner.. which will cause lots of lag in huge quantities, so be careful! :D Hope I could help! make sure you like my answer if it helped!

Ok I won't use them if it causes lag :)
 
You can acquire them, however their feature has been blocked, so if you right click the block, the menu will appear, yet you won't be able to use it.
