General Revival of /staff v1

So the issue brought up in my previous thread -

My only concern with these /staff suggestions is that players will be able to see when our staff are online AND when we don't have any online. Our hacking deterrent is that there could always be a staff member in vanish watching you but if you could clearly see that there aren't any online (which is the status quite often sometimes) then they'd be free to hack as they wish.

Has no real solution using my idea, and while I recognize this is a problem with the system, not my suggestion, I do know of another way to get around this.

Step 1 - Allow us to message staff members while in murder.
(It makes no real sense not to, it's not like staff is going to be ghosting).

Step 2 - Create a reports system that saves 'tickets' for staff to review at will.
Example

"/report [username] [message]"
OR "/report [message]"
"Thank your your ticket #[x] has been saved and will be reviewed shortly!"
"/review"
"(list of tickets)"
"/review ticket [x]"
"[message]"

A command like this should have a time limit inbetween each use.
"You have recently filed a report, you must wait [x] minutes between each report!"

Step 3 - Link this into forums so staff offline can see tickets being reviewed, just for good measure.
(As a solution to previous problems).

Step 4 - Staff reviews tickets

Step 5 - ???

Step 6 - Profit.
