this "sending too many packets" is confusing me. What does "you are sending too many packets" sign and getting kicked from the game mean?

We have an anticheat installed and you keep getting kicked by it. The "Sending too many packets" is triggered by doing too many steps/events within certain time period (similar to flying but not quite). This happens a lot when you have a bad connection/ping and are lagging badly.
