How come staff never alert players of a new rule? I find this very annoying.

You should always be keeping up to date with the rules by yourself by checking the forum page stating the rules on a regular basis, it may sound boring but as soon as you see the "last edited <a date close to when you check>" then you will know that a new rule has been added, or a previous rule has been removed. Other than that you could just private message a staff member asking if there's any update to the rules. It would be far too much hassle and inconvenience to make a single announcement stating that one rule has been added.
