Yes, it is allowed. Why it wouldn't be? It wouldn't be so cool for people that haven't a good Computer/PC, because Optifine takes out some lag

Any mods that don't provide an unfair advantage are allowed.
Mods that are allowed (just examples):
Mo Bends, Optifine, Mini-Map (can't show users), etc.
Mods that aren't allowed:
X-ray, Tracers and mini-maps that show users etc.
So yes, Optifine is allowed.
