So in my recent question that @Mine answered. I was told that you can resign from any position. If you resign, do you have to apply again if you want the position again?

If for example you were a Moderator, then you resigned, then 4 months later you reapply. Once reapplying, if you're accepted again, you will have to go back through the Helper process. But yes, you will have to reapply to get back into the staff team.
