What is the chance of getting helper? Do a LOT of people apply? ( sorry this is 2 questions

If your punishment history is good and your friendly to all in game then you have a high chance of getting helper. Quite a few do apply but either they don't have the requirements or might not just be a good fit for helper and that's why they might not get it.
