Is there any way you can report someone if you done have access to Imgur or a site like it? I have the picture for the report, but I can't actually MAKE the report without imgur or the like, because you can't actually post the picture on the report thread itself... is there another way to report someone?

I'm afraid there isn't. I recommend sending the picture to a friend, asking them to upload it to Imgur and getting the link from them
