I've been told that chance of becoming someone (aka gunner or murderer) depends not only on amount of karma. Rank also depends on your karma: more karma you have, better rank you get.

Your rank also depends on your stats. Kills as the murderer, killing the murderer, winning the game, etc... will rank you up. If you kill innocent players and stuff like that, your rank will go down.

When your Karma is up, you have a better chance of being the murderer, or of getting a gun at the start of the game.
When your Karma is down, you have a better chance of being bystander.
It can be good or bad, depends on who you are. I like more Karma, while my bff likes less Karma.
