So, last year in around October I came up with this. It kind went cold in November, but I'm bringing it back because it was a really solid idea. I added some more explanation and improvements too.

I suggest an improved Karma system.
Karma right now works quite well, but the problem is that there still are quite a few RDMers. This might actually be a really useful feature.

Karma should take into consideration other factors in determining how much Karma is to be subtracted:
  1. The frequency of RDMs in the past month and the past week for a player
  2. The average frequency of RDMs per game for a player
  3. The ratio of killing the murderer to RDMing for a player
  4. If a player who was killed by another bystander is an RDMer
Here's why I chose said factors respectively:
  1. This is to determine if they are an RDMer or not.
  2. Again, determining if they are an RDMer.
  3. This can determine if they RDM just because they can, or if it was an accident, and they're trying to kill the murderer.
  4. This determines if another bystander with a gun was trying to stop an RDMer.
With this in mind, the system should then determine how much Karma to subtract within a certain range (e.g. Subtracting 5-75 karma depending on the previously listed factors)

There should be a one-month notice before the new system takes effect so that some people can clean up their act so that once the new system is in effect, they'll lose less Karma.

I do think that this will help, as there'll be less of a toll on people who don't purposely RDM, and a bigger one on those who do RDM.

So, what do you think?

This wouldn't work, if a player is new and they don't know the rules then it is very unfair on them, as well as this lots of people accidently shoot people, take me for example in the past month I have probably shot around 5-10 innocents on accident, and my overall innocent shots are at 210, therefor it would be unfair on players who have bad aim or when other bystanders purposely try to sabotage somebody else's game.

This isn't really rules, it's more just an algorithm the system can use, but I can see where you're coming from with your first point. Maybe the way the system works can be stated in the rules or in a boss bar in the Murder game lobby hub thingy.
About your second point, my second factor/variable states "The average frequency of RDMs per game for a player."
I didn't include overall innocent shots in the variables because the information can be misleading.
So, here's an example. You played 30 games in the past month. You killed 10 innocents accidentally, over the span of 30 days and 30 games. If it's an accident, most of the time someone will kill at the most 2 or 3 bystanders per game. Let's say that you killed 1 bystander in 2 games, and 2 bystanders in 4 games. If the second factor did not exist, you'd have lost a lot of karma. Seeing as RDMers will kill over twice almost every game that they have a gun, the second factor protects people who don't kill innocents much in every game, but over a span of time if it is calculated after the first factor.
The only problem is if you somehow end up killing a lot of people (over 2 or 3) as a bystander on accident. The best someone can do if so is to take it upon themselves to be extremely wary of who and when they shoot, which most should do after having an unlucky month or week.
