So we all know now (or hopefully we do) that the lobbies are running into some serious TPS issues. It is always just that one lobby server, if you get to another, it just works fine. However sometimes this lobby server is the one that is accepting the incoming players.. and that can make the server impossible to log into.

This change would make the system check the TPS on every server, and the client's connection to each server. Then given the best option, will move players to that option. This will stop players from being unable to connect to the server due to one laggy lobby. Otherwise we're all just stuck until the lobby finally reboots.

Option referring to lobby. As of now it just sends players to a set lobby, and the set lobby seems to change on occasion (every few hours?) which means sometimes it makes the wrong choice, and points everyone to the lowest tps lobby, this aims to prevent that occurrence.
