Dose it say "you have inccificent replies here"? Of it dose, the thread probably closed.
He's not applying for helper, he's trying to respond to (locked?) threads.

I found your issue. @shaban1122 if a thread has been locked you are not allowed to respond unless you are a staff who can unlock the thread to reply and lock it again. At the bottom it should say this:
(You have insufficient privileges to reply here.)
That is what you mean, I assume. To tell which threads are locked, they should have a lock icon near the topic.
There are some sections of the forum in which regular players cannot comment such as the Announcements section.
