You're not wrong.

Ranks have to be separately bought for each individual account, you cannot transfer your ranks between them for any reason. I believe this is solely to avoid fraud.
You could (if you have evidence of the transaction and which account it is linked to) contact an Administrator on the forums or the PZ support email (click here) showing them the evidence, however, this is not a guaranteed way to transfer your rank, simply a suggestion which could help.

If you had a rank and it has been removed, do not buy it again unless you have lost the evidence required to restore it. Only do this if you wish to have it on a new account (e.g you have never bought it on that account before).
