Very overpowered.
A team of snipers can wipe a map easily.
Not only does it boast One Shot Kills, it covers an immense range of painted blocks. (About a 5 block wide area spanning the range of the shot, which is relatively long, since it's a sniper).

I suggest we focus more on the One Shot Kills than painting blocks with this weapon.
Firstly, increase the range.
Secondly, decrease the cooldown, just by maybe a quarter of a second.
Thirdly, decrease the amount of blocks painted, this can be done by firing only a single snowball as the round, and only blocks under this snowball get painted. This should leave a single line of painted blocks, rather than a 5 block wide path of destruction.

This also gives a use for the slime on the second sniper kit, for when they do wanna paint blocks.
 
Having only one snowball come out was something I had initially, but I found to be quite anti-climactic, and it just didn't feel right.

I am drastically changing the radius, though. You are right that the Splat Sniper really isn't a painting-focused weapon, and it should stay that way. That is something I will focus on for the next update to Splatter.

This will very heavily impact the Lookout pack, as it has no way to do any major painting, which as you said, makes the Slimey Sniper much more valuable.

I'm working on another project right now, so it might be some time until another Splatter update comes out. But I'll try not to make you guys wait too long ;)

Also - the cooldown is supposed to be long. If it were shorter, then it would be too good at closer ranges.
