Question about the media rank: I'm pretty certain that the media applications are closed. So why can I still click on the link and submit the application?

Though the media applications are closed for now they will possibly be reopened in the future so the applications are kept up for viewing purposes. Though they are not open right now, possibly in the future we'll be able to reopen them and recruit new Media Executives.
