If I wanted to purchase for my name to be used in murder, do I need a rank first? And if I wanted it to be used forever which should I buy? x1 or x4?

You do not need a rank to have your name in murder. The x1-x4 is just how often you'll see it, the name dont expire so what ever you buy will stay forever.
