Just dedicate some time to make OCs. Maybe just have a Google Doc, write it down, er something. Write down character traits and assign them to different characters. I did this once, and it was pretty effective. It's good to have diverse characters so there's one that your reader can relate to, or they can relate to all of them. If you roleplay, you can take a character you rp as. Designing characters can take a long time. I took 2 entire years to design one of my OCs, named Tsumi. Not saying that every OC takes 2 years to design, but it's just an example of how it won't take 30 seconds to design one. And names are something that you can always change, so I wouldn't worry about that too much. If all else fails with names, just look up a cool word in a different language (works for me lol)
You can always base your town off of a real town. Or just straight up put a city that you're familiar with into a fictional world. Naming towns is difficult. They always don't have to be real words, you can just "bleh" on the keyboard until you get something you like, then modify it (I've actually done this, to be honest.) For example, just pound on your keyboard (try not to get numbers), "hfuwo". There, that's what I got. So take "hfuwo" and maybe turn it into... Helfuwonix. Just be creative. And who to run the town would be simple. Design a character skilled in leadership, make them hardworking, and give them a flaw or two and add to their personality.
