Are external links allowed?

I believe they are on the forums for youtube, etc. But if you were to leave a link to another forums then that is rule breaking. On the server if you leave a link to anything including youtube, I believe you will be warned.

It would really depend on the context in which the link was posted, for example if someone posted a thread saying "subscribe to my youtube! <link>" that wouldn't be okay, however if someone has asked them who their favourite youtuber was and they provided a link we'd probably let that slide.

inappropriate websites

virus websites
