Question I'm on my phone and I want to upload a picture I drew for Desertmeadow, how do I post the picture I have saved?

Question I should have applied for Helper after like 6 or 8 months now, and it was all the way back at November in 2016, now its 2017 and I still can't apply for helper. What can I do? Or how can I fix it? I would love to help MCPZ but can't because of the Applications aren't working.
