Have you checked to see who owns the plot? If they're the only one with building access on the plot, then they're the one who did it, unless they gave someone build permission temporarily and then removed it.

Staff usually moderate and manage the network, right? What is there to moderate and manage anymore? I'm not trying to be a sourpuss or anything. If you want to apply for staff, go right on ahead. I just don't see any point, but that's my opinion.
