You can be on minechat occasionally however you must find time to be physically on the server efficiently. As staff you'd have duties to perform that you couldn't with minechat. So minechat is acceptable occasionally, but a majority of your time must be spent on the server physcially.

Of course they are. If they're able to balance school and being a Helper without becoming completely inactive, they're free to apply and possibly be promoted.
