I'm not certain yet I believe you can stop ender pearls from the player's block range. For example if player was 3 blocks away trying to get into a house they would be attached to a block and you could use that to say the ender pearl is null etc. I'm still not certain but I have been on servers...

I'm going to agree but only to adding a option to making it less likely not completely removing it. Mainly because making it so the person that selects it can't be murderer can be a little well abuseable and exploited. Yet no ability to be more likely murderer as it's not needed.

I would believe the best way to do this is list subjects to and not to relate to. As well making some issues a verbal warning compared to a mute/ warning being given. Giving simple examples. I just would rather there be a line where it is accepted but frowned upon.
