Make sure you've linked your in-game account to your Teamspeak client. This should give you sufficient permissions to enter zones in TS, unless you are trying to get into a zone that you shouldn't be able to access anyway (e.g. staff zones).

"Sending too many packets" is to do with your internet requesting too much information from the server. It's your end, not ours. In terms of how to fix it, it's a random occurrence and can't be fixed in one way.
