Admins cannot delete accounts, you can only remove your information from it. You can change any information you need to so there is not really a need to create a new account.

This is usually due to lag, and there isn't really a way to resolve it. If it is happening consistently in a short period of time then an admin may be able to assist you, or if it's on your end googling it may help you figure it out.
