i mean... just saying their names? thats not advertising them. not at all. its just mentioning their names... i mean... i mean if you want to do a comparison, people from the US dont get punished for talking about China... a competing country... it just doesnt make sense...
You can search that name and most websites have an IP on their website. You're still advertising them but not as severely, hence why it has less severe punishments. However, it's still breaking the rules.
Then I personally think the rules should change a little. It doesn't need to happen and I agree advertising should be against the rules... but like I said above, People in America talk about China, People in China talk about America, 2 competing countries talk about eachother and it's normal.
I'm not in charge of what happens with the rules, only to enforce them. We're not a country, it is closer to a business's clients telling other clients to go to another business. However, both comparisons aren't very accurate.
