Can you apply for any application again if an admin grants your the power to do that again, or is that againts the application rules? Im just curious cause I saw someone get to apply again.

Nope.. in the application rules, it says youncan only apply once.
If your behavior improves and staff consider you fit to apply again, the staff will give you permissions to apply again. However if you do nothing to improve, you will not be able to apply. But it is possible to apply again, but extremely rare to happen.
Assume that you won't be able to reapply, there are few cases where higher-ups decide it's reasonable and practical for a person to apply again, but as @Absol1991 said, this is rare.

You cannot re-apply anyway without given permissions, if you try to apply now it won't let you.
Applications do have rules, such as don't ask staff about it (unless you have a question!).
